“ECOS
NETWORK” Project – Energy and Sustainable Construction
Urban
Network for Competitiveness and Innovation


The
project
ECOS – Energy and Sustainable Construction was submitted to
the Program “Urban Network for Competitiveness and Innovation”, of the
Política das Cidades POLIS XXI, and was one of the 5 approved, of a
total of 26 submitted.
The
project overall theme includes energetic efficiency of building using
renewable energies and sustainable construction. The aim is to create
competitive and innovative cities at an international level.
The Project
main objectives are:

Energetic
efficiency vs application of renewable energies;
-
Traditional construction techniques and technological innovation;
-
Sustainable urbanism and social-economic perspectives.
The
proposed network involves two different scopes based on:
-
distinct geographical groups, each one structured around proximity
relations seeking to explore strategic elements associated with
complementary development processes and profiles oriented to urban centers,
within the same territory.
-
remote
relations building a shared space focused on similar interest areas, which
combine common perspectives, approaches and strategic objectives aiming at
improving patrimonial elements, resources, strategic gains and experiences
associated with the respective urban centers.

The groups are situated in:
1.
Baixo
Alentejo
(Lower Alentejo region), involving the Municipalities of Beja, Moura and
Serpa. This is one of the European regions with the biggest photovoltaic
energy potential.
2.
Oeste
(West region), through the Municipalities of Óbidos,
Peniche
and Torres Vedras,
representing the National region with the biggest wind energy potential.
3. Algarve,
involving the Municipality
of Silves.
Within
each group knowledge shall be developed through jointly promoted activities
on Innovation and Competitiveness Strategies, as well as consolidation of
inter-municipal bonding economies. With this aim, each urban center should
be promoted on a regional, national and international plan.
Project Partners
include a large group of entities and companies with vast experience and
know-how in several domains.

Application to the National QREN Program
October 2008
The
application of the ECOS Network Strategic Plan will be submitted on
October 17, 2008.
►Signing of the Pact for
Competitiveness and Innovation
October 8, 2008 – Lisbon
On
October 8, 2008, a ceremony for the signature of the ECOS Network “Pact for
Competitiveness and Innovation” was held in Lisbon, followed by a Public
Presentation of the Network Strategic Plan.
His Excellency, the Ministry of Environment, Spatial Planning and Regional
Development, Prof. Dr. Francisco Nunes Correia was present at the ceremony.

EUROSUN 2008 – 1st
International Conference on Solar
Heating,
Cooling and Buildings
7th to 10th October 2008
– Lisbon

The 1st
International Conference on Solar Heating, Cooling and Buildings - EUROSUN
2008 was held between 7 and 10 of October, 2008 at the Lisboa Congress
Center, in Lisbon.
During
the Conference more than 400 scientific papers, representing 53 Countries,
were presented. In parallel with the Congress an International Exhibition
“Build with the Sun” took place, and was an excellent chance to show the
current panorama of solar industry and of its applications in the building
sector.
ECOS
Network participated in the event with an Exhibition of the Network plans
and activities, and with a Public Session for the Presentation of the
Network Strategic Plan for QREN 2007-2013 (October 8).

Seminar: “Hydrogen Economy and Energetic and
Environmental Sustainability”
Municipality of Torres Vedras – September 23, 2008
The
Seminar “Hydrogen Economy and Energetic and Environmental Sustainability”,
held on September 23, was organized by the Municipality of Torres Vedras and
the Association EDEN. The seminar focused the evaluation of the viability of
the hydrogen use in a short/medium period (2010/2015) as an energetic
vector, as well as the identification of opportunities for the development
of the national Hydrogen Economy.

Seminar: “Ocean Energy”
Municipality of Peniche – September 19, 2008
The
Seminar “Ocean Energy”, held on September 19, gathered national and
international partners. The seminar main objective was to stimulate the
urban centers and private companies, as well as the public in general, to
further develop the ocean energy in fields such as wave energy, offshore
wind energy, marine microalgae, etc.

Seminar: “Sustainable Construction: New construction,
social
and
economical paradigms”
Municipality of Serpa – September 4-5, 2008
The
modern construction techniques, the new politics and the circumstances that
determine a growing concern with sustainable development, were
the themes discussed in the scope of the Seminar “Sustainable Construction:
New construction, social and economical paradigms”, held on September 4 and
5 in the City of Serpa.
The
proposed agenda was divided in 2 sub-theme groups: during the first day
discussions on technical aspects related with construction, engineering and
architecture were conducted; during the second day of the seminar, the
topics developed were related with the “new” territorial models (ECO VILLA),
“new” urban models (ECOQuartier), “new” social and economical models (social
actions and industrial clusters).

Seminar: “Competitiveness and Innovation of
the National
Urban Network: territory functional specialization?"
Municipality
of Moura – July 4, 2008
Traditionally, the cities’ role was defined based on specific aspects such
as sustainable urbanism and transports. New political paradigms show that
the cities must be oriented to other problems, which originated from
globalization and are related with work and territorial competitiveness.
The specific
case of Moura City, with the promotion of a regional industrial cluster on
photovoltaic energy and innovation, has been the City bet for future
development.
The Seminar
held on July 4, in the City of
Moura,
intended to provide further information on this theme.

Seminar: “Geo-Architecture as a intercultural dialogue factor:
the
examples of Silves and Marrakech”
Municipality of Silves –
May 16, 2008

The
Seminar "Geo-Architecture
as a intercultural dialogue factor: the examples of Silves and Marrakech”,
held on May 16-17 in Silves, gathered Moroccan and Portuguese specialists.
The
seminar main objective was the analysis, conducted by Portuguese and
Moroccan experts, of the way how architecture can be a intercultural dialog
and approximation factor between two countries.

Seminar: “Integrated Sustainable Systems”
Municipality of Óbidos – April 11, 2008
The
Seminar “Integrated Sustainable Solutions”, organized by the Municipality of
Óbidos, was held on April 11, 2008. The event, associated with the STaR
Program, had European specialists in the field of sustainable development,
and showed the results of the work that has been conducted concerning the
Óbidos ECO-Village project.

Seminar: “Energetic Efficiency on Buildings”
Municipality of Beja – March 26, 2008
The
Seminar “Energetic Efficiency on Buildings”, organized by the Municipality
of Beja, was held on March 26 in Beja. The seminar objectives were to
promote and disseminate the buildings’ construction and recovery having in
perspective the energetic efficiency.
